Politics: American War - copy of letter from Sir Guy Carleton & Rear Adm Digby to Gen Washington, etc (New York 2 Aug). Negotiations for peace have already commenced in Paris. The King has directed Mr Grenville to propose independence for the 13 provinces -- with restoration or full compensation for Loyalist possessions. Mr Laurens freed, after which he declared he considered Lord Cornwallis free from parole.

Politics: American War - extract of letter from a wealthy gent in Philadelphia to the Earl of Bristol (28 July) re. the Congress requirement for $8 million from the States - ¼ due by 1 April, etc. By 1 June, nothing received from Mass, Connect, Philadelphia or Delaware, & the remaining nine States had only paid $16,000.
